Culture & City: A Two Way Street?


In a time when cities are constantly reinventing themselves, the relationship between culture and urban life has never been more critical. “Culture & City: A Two-Way Street?” explores this dynamic interplay, asking how culture not only shapes the identity of a city but also how the city’s physical and social fabric nurtures — or stifles — its cultural expression. In a world of rapid urban development and growing social complexities, this talk aims to challenge the conventional boundaries of planning, policy, and creativity.

We’re joined by three thought leaders who have long worked at the intersection of culture and cities. Tom Fleming (Tom Fleming Creative Consultancy) brings decades of experience advising cities and governments on how to embed culture into their strategies. Stefan Teisanu, a cultural entrepreneur and civic strategist, offers fresh insights into how cities can unlock the power of culture to build more inclusive futures. Carlos Martins, founder of Opium and an influential voice in urban regeneration and cultural innovation, will share lessons from his work bridging policy and practice.

Curated by the Secção Regional do Algarve da Ordem dos Arquitectos, this conversation will be moderated by Ricardo Latoeiro, an architect and urban strategist whose work focuses on the future of urban development and cultural sustainability. Together, we’ll tackle key questions about how urban life can be more than just a backdrop for culture — but an active collaborator in its success.
